Conference: Taking stock of the Pact on Migration and Asylum: turning strategy into reality

A two-day high-level conference organised by EMN Cyprus in the context of the Cyprus presidency of the council of the EU. Keynotes and panels will review the progress of the Pact implementation, and address resource needs and strategic priorities.

Following its adoption by the European Parliament and the Council, the Pact on Migration and Asylum entered into force on 11 June 2024 and will enter into application on 12 June 2026.

The High-level conference will address the implementation of the Pact, with a focus on the state of play of preparations and remaining challenges. It will also provide an opportunity to examine and discuss the long-term European Asylum and Migration Management Strategy and to reflect on how to translate its objectives into concrete action as well as looking at practical aspects such as resources and support, harnessing new technologies and stakeholder engagement at all levels, including with civil society and international organisations.

The conference is divided into two sessions – a closed session for policymakers from EU Member States and Norway, UNHCR and IOM on 19 May and an open session including in-person participation from wider civil society on 20 May. The proceedings on 20 May will be accessible to the public via livestream.

On 20 May Panel 5: Turning evidence into strategy: Strengthening situational awareness for effective Pact delivery will be moderated by EMN Latvia expert Ilze Siliņa – Osmane.

This panel intends to demonstrate how the implementation of the Pact relies on an evidence-based approach (e.g. the need for solid, confirmed and timely data, situational awareness, forecasting, and foresight) to underpin political decision-making, but also to better anticipate changing migratory patterns and flows and ensure the required preparedness at operational level.
