The European Migration Network has published an updated inform on statelessness in the European Union, Norway, Georgia, and Serbia. It provides comprehensive information on developments in the field of statelessness in all EMN member states and observer states, covering the period up to October 31, 2025. The inform builds on previous reports and reflects legislative, policy, and practical changes that have occurred since the publication of the last report in 2023.
A significant addition to this report is a new chapter on statelessness in the context of the Migration and Asylum Pact, which assesses the significance of statelessness within the Pact and highlights recent developments in this area.
Serbia has contributed to this topic for the first time, which is a significant step in expanding the scope of information and exchange among EMN member states and observer states on issues related to statelessness.
The inform was published in cooperation with the EMN Statelessness Platform, which was established in 2016 following the conclusions of the EU Justice and Home Affairs Council. As this updated inform is published, the platform is approaching its 10th anniversary, and its successful work reflects the ongoing commitment of EMN member states and observer states to promote knowledge exchange and cooperation on statelessness across Europe.
